Dr Torsten Mertins, born in Hamburg in 1979, studied law in Göttingen and Leiden (Netherlands) from 2000 to 2005. After working as a research assistant at the University of Göttingen, he completed his legal clerkship at the Berlin Court of Appeal from 2009 to 2011. In 2011, he received his doctorate with a dissertation on constitutional law (“Der Spannungsfall”).

He already worked as a lawyer in public law at ZENK from 2012 to 2015. He then moved to the German County Association, where he was responsible for the areas of environment, climate protection, construction and recycling management until the end of 2022.

He has been working as a lawyer at ZENK again since 2023. He advises municipalities, companies, ad state and federal authorities on matters of public law. His areas of focus include municipal and municipal charges law, infrastructure and environmental law, and the support of public procurement procedures. In addition, he regularly lectures on municipal topics and conducts training for company waste management officers.
