Dr. Oliver Nowoczyn, born in 1965 in Aachen, studied law in Konstanz, Geneva, Switzerland and Freiburg/Breisgau. After legal clerkships in Berlin and Boston, USA, he completed his doctorate in European law in 1995 in Freiburg on the subject of “EU competences in education policy after Maastricht”.
